Reenvisioning Residential and Enriching Retail on Key Commercial Corridors – the Corridors Zoning Update

Presenters: Justin Horner, Principal Planner and Uttara Ramakrishnan, Associate Planner, City of Berkeley; and Chris Sensenig, AICP, Raimi + Associates.

Please join us in person for a presentation by City of Berkeley Construction & Development/Land Use & Development staff and consultants on the status of the Corridors Zoning Update for Solano, North Shattuck and College Avenues.

The Corridors zoning update is a part of the City’s response to the requirements of California housing laws, which include programs to “Affirmatively Forward Fair Housing.” This policy effort is one of the State of California’s conditions in approving the City’s current Housing Element. This effort seeks to upzone the commercial districts in the City’s higher resourced neighborhoods. The planning process includes consideration of regional and city-wide objectives, such as housing accessibility, historical significance, and support for existing businesses, to foster vibrant commercial corridors. Establishing clear and objective development standards in compliance with state laws is a key outcome of this process, along with a reassessment of the land uses and necessary permits with the aim to promote development along these vital corridors.

Over the next two years, the city plans to engage with a diverse group of stakeholders, including community members and local businesses within and adjacent to these corridors, with overall approval by the end of 2026. Raimi + Associates is the consultant lead for this effort.  Raimi’s team includes Plan to Place, Yes Duffy Architects, Strategic Economics, Rincon Consultants, and Kittleson and Associates.
